Title of the public consultation: Dwejra Protection and Management Regulations, 2026

- Background
The proposed Dwejra Protection and Management Regulations, 2026 aim to safeguard the Dwejra-Qawra area and its environs by protecting its ecological, geological, geomorphological, landscape and biodiversity values, while ensuring sustainable resource use.
The area will be designated as a Site of Geological Importance, hosting features such as cliffs, stacks, the Inland Sea, valleys and reefs. The Regulations formally establish the Dwejra Steering Committee to assist ERA in managing and supervising conservation measures.
They introduce restrictions on harmful activities, including excavation, dumping, species exploitation, off-roading, and controls on light and noise pollution. Camping and fires are restricted in high-risk zones. ERA will enforce the Regulations, with the assistance of relevant entities as applicable.

In line with article 55 of the Environment Protection Act (Cap. 549), the public is invited to make submissions to ERA with their comments as to why and how these regulations could be amended.

- Submission of feedback
Comments are being invited through the feedback form at publicconsultation.gov.mt or otherwise by email through [email protected] by 3rd March 2026.
In addition, an online stakeholder and public consultation session will be organised by ERA on 24 February 2026 from 16:00 to 17:30, wherein the draft LNs will be presented. The presentation will be followed by a Q&A session wherein stakeholders and members of the public may provide feedback.
