Following reports of a number of dead fish at the Chadwick Lakes system, ERA is looking into the matter.

From initial assessments it is likely that the animals have died due to warm evaporating waters.

Unfortunately, it is to be noted that this happens every year in the dry season and mostly affects alien fish and freshwater animals introduced in the valley ponds. This is most often the case as such animals are not native to the dry Mediterranean summer and as a result cannot survive the hot and dry summer conditions.

The public is reminded not to release any aquarium fish and other animals in local freshwaters as they are not adapted to our climates and end up affecting native species of importance.

Following reports of the presence of slime in the Southern area of the Maltese islands over the weekend, the Environment and Resources Authority (ERA) launched an investigation into the origins of the slime and initiated a clean-up operation to address the situation.

On arrival on site and on confirmation of the presence of slime, ERA requested the three South fish farm operators to proceed with cleaning up the slime from the coast. The fish farm operators immediately cooperated and cleanup started immediately in the areas of St Peter’s pool, il-Bajja ta’ San Tumas and Marsascala swimming zones. ERA coordinated this activity with Transport Malta and the Police to ensure safety.

ERA also received reports of slime off the coast of Pembroke and St Julians which are also being addressed.

For the past four years, the Environment and Resources Authority (ERA) has been organising the Buonamico Award. This is a yearly award-giving ceremony under the patronage of H.E. President of Malta to honour those individuals whose actions and achievements benefited our biodiversity and the environment.

This year, ERA is inviting the public to submit their nominations for individuals and entities (including private enterprises, local councils, or governmental or non-governmental organisations) who may merit such an award for the fifth edition of the Buonamico Award.

Such nominations may be submitted by filling in the nomination form found on the ERA website here. Deadline for submission is Sunday 5th September 2021.

Information on Giovanni Francesco Buonamico:

Giovanni Francesco Buonamico was a 17th century Maltese naturalist, whose varied intellectual interests resulted in the writing of at least four important manuscripts on natural history. These included the first flora of the Maltese Islands, the so-called “Brevis Notitia” manuscripts.

The Environment and Resources Authority (ERA) shows its full support to Nature Trust Malta in the organisation of guided snorkelling tours in Malta’s coastal waters. The Authority believes that snorkelling has the potential to enhance public participation in the conservation of marine biodiversity when developed within an environmental education framework. Nature Trust Malta’ guided snorkelling tours will provide the opportunity for the public to gain a better understanding of the diversity of habitats and species associated with the marine environment and thus raise awareness on the need for marine conservation.

Snorkel trails are an effective tool for developing ecological awareness across the public and enhance public participation in management processes. The importance of engaging the public in conservation efforts in the marine environment is duly acknowledged by the recently published ‘Conservation Objectives & Measures for Malta’s Marine Natura 2000 sites’, which document is currently undergoing a public consultation process. Within this context, one of the conservation measures in coastal Marine Protected Areas seeks to evaluate the effectiveness of current snorkel trails through survey questionnaires, and if necessary, consider creation of new ones.

The guided snorkelling that will be organised by Nature Trust Malta this year will be paving the way for long-term maintenance of snorkel trails in our coastal waters. This will aim to raise awareness on the importance of the marine environment and contribute to conservation efforts within Marine Protected Areas in Maltese waters. This initiative will be taken forward through collaboration between Nature Trust Malta, Ambjent Malta, ERA.

To mark the launch of these guided snorkel trails a male loggerhead turtle named Paul has been released. The turtle was rescued in May 2021 near Filfla and was found to have ingested a hook. Following an operation and rehabilitation it has made a full recovery was strong enough to be released.

Eighteen (18) Marine Protected Areas (MPAs) covering over 4100km2 or 35% of Malta’s Fisheries Management Zone were designated throughout a period of ten years 2008-2018. The MPAs were designated in accordance with legal obligations of the EU Habitats Directive 92/43/EEC and the Birds Directive 2009/147/EC. These areas seek the conservation of various seabed habitats, including Posidonia meadows, sandbanks, reefs and caves, as well as marine species including dolphins, turtles and seabirds.

The public consultation:

The public consultation is open until the 5^th of September 2021, ERA encourages the public to have a say in this management process through the public consultation processes.

Over the past few weeks ERA and Ambjent Malta have completed maintenance works at Ir-Ramla tat-Torri (White Tower Bay, Mellieħa) and Ir-Ramla l-Ħamra (Ramla Bay, Gozo) to improve the protection of the sensitive areas found on site.

Cordoning of the sensitive sand dunes on the sites has been upgraded thus increasing protection from trampling which may cause damage to the important habitats. New signage has also been installed to further ensure a reduction in trampling.

In addition to the maintenance works, a clean-up was conducted by ERA volunteers at White Tower Bay. The clean up saw the removal of microplastics from the beach and shoreline through hand held sand sieves, removal of invasive alien species, removal of litter from the bay and the surrounding area and finally the removal of a dilapidated structure from a natura 2000 area.

The Environment and Resources Authority held a meeting in public on a proposal which consists of the construction of a new access road, land reclamation for a terminal station at the Delimara Power Station, onshore microtunneling across the Delimara Peninsula and the laying of an offshore pipeline to Gela in Sicily.

In 2017, ERA had requested an Environmental Impact Assessment (EIA) in accordance with the then Environmental Impact Assessment Regulations, 2007 (LN 114 of 2007, as amended) and an Appropriate Assessment (AA) in accordance with the Flora, Fauna and Natural Habitats Regulations (S.L. 549.44) in view of its location within the three Natura 2000 sites.

Given the project’s transboundary nature, consultation for the purposes of the Convention on the Environmental Impact Assessment in a Transboundary Context (Espoo Convention) of the United Nations Economic Commission for Europe, and its First and Second Amendments were also carried out with Italy.

The EIA Report was submitted to ERA on 28th February 2020 and assessed. ERA’s assessment takes into account the conclusions of the EIA Report, as well as the comments received from the public concerned following a 30-day public consultation.

The main points of concern relate to the impacts on the natural cliffs due to rock cutting from the proposed construction of the new access road, coastal land uptake mainly due to the land reclamation component, visual amenity in relation to the construction of the terminal facility and on geology due to trenching and dredging works. In terms of ecology, the assessment identified impacts on benthic species due to excavation and trenching and installation of pipeline support structures and cable crossing structures; and impacts on terrestrial protected shrub species from interventions on the cliff face. In relation to avifauna, the assessment identifies illumination impacts from working vessels and the terminal facility. The impact significance of each environmental parameter depends largely on the thorough implementation of pre-emptive safeguards, construction and operational mitigation measures, namely the use of silt curtain and suction dredger, air bubble screens, monitoring during construction (weathering rates in tunnel; rock stability; injured bird species and artefacts) oil spill prevention and response plans; and transplanting and monitoring of benthic assemblages.

In light of the findings of the assessment and overall considerations, ERA does not object to the proposal as long as the various mitigation measures proposed in the EIA and AA Reports, are duly incorporated into the mainstream development consent mechanism and mitigated by means of conditions and specifications (e.g. approved documents) in the development permit.

The Final Assessment was referred to the ERA Board for a decision in public in line with the EIA Regulations (S.L. 549.46). The decision taken by the ERA Board on 23rd July 2021 was that the Final Assessment put forward was being agreed to and a vote in favour was taken.

Conservation objectives and measures for Marine Protected Areas are being launched for public consultation, Minister for the Environment, Climate Change and Planning Aaron Farrugia and Environment and Resources Authority (ERA) CEO Michelle Piccinino announced.

The minister explained that this document by ERA is an important milestone for the management of Malta’s marine waters to achieve conservation of marine habitats and species.

“As a small island at the centre of the Mediterranean, the marine environment defines us as a nation. It has influenced our history and shaped our traditions and economy. Approximately 15% of Malta’s economy is still dependent on the marine environment today. When compared to the contribution of the Blue Economy to the EU this estimate is relatively high, however, justified, considering the high dependency of a small island state on its main natural resource – the marine environment. This highlights the importance of using marine resources sustainably and to protect our marine environment; not only to safeguard livelihoods, the food and the array of services provided by such waters but also to protect the incredible diversity of life and the source of beauty associated with our seas. One of the most effective tools for achieving such protection is the designation of Marine Protected Areas: delineated marine areas managed for conservation of the marine environment,” the minister said.

Eighteen (18) Marine Protected Areas (MPAs) covering over 4100km2 or 35% of Malta’s Fisheries Management Zone were designated. These areas seek the conservation of various seabed habitats, including Posidonia meadows, sandbanks, reefs, and caves, as well as marine species including dolphins, turtles and seabirds. The current measures as issued for public consultation provide the strategic direction which will lead to the development of a specific management regime for the MPAs geared at improving or maximising the contribution of the sites to the maintenance or achievement of the desired conservation status of these habitats and species.

ERA CEO Michelle Piccinino said that this is the first step that will lead to strengthening protection by designing and implementing measures for the management of our marine environment.

The public is being invited to have a say in this management process through the public consultation processes.

Following a second case of fires in one week in protected areas, ERA would like to appeal for responsibility and adequate care for natural habitats in Malta.ERA investigated overnight reports on a case off L-Irdum tax-Xagħra, Gozo, which is within a protected area, which sustained considerable damage due to an extensive fire in the area.ERA is still assessing the extent of the ecological damage caused and has requested the assistance of the Police for further action which will be taken accordingly.
