The policy document “Conservation Objectives and Measures for Malta’s Marine Natura 2000 sites” sets the management framework for Malta’s eighteen (18) Marine Protected Areas (MPAs), which sites include Special Areas of Conservation (SACs) and Special Protection Areas (SPAs) forming part of the European Natura 2000 Network.
The aim of the policy is to improve or maximise the contribution of these sites for:
- the maintenance or achievement of a Favourable Conservation Status (FCS) of the habitats and species listed in the Habitats Directive 92/43/EEC, and
- the protection of seabirds in accordance with the Birds Directive 2009/147/EC .
For this purpose, ‘conservation objectives’ have been identified to guide management processes and enable measurement of progress towards achievement of the overall objectives of the two Directives, while ‘conservation measures’ have been elaborated to achieve the set objectives through their implementation.
The document reflects feedback obtained from stakeholders, the general public, and the European Commission and is divided into:
- Part I: Overview of the policy context and scope of the document
- Part II: Site-specific objectives, operational objectives and the conservation measures for each habitat and species for which MPAs are designated.
- Part III: General objectives and measures that are applicable to all MPAs.
Site-specific objectives stipulate targets that need to be met within the MPA in order for the site to contribute to achieving FCS. These are complemented by operational objectives which seek to address knowledge gaps or address specific pressures on the habitats and species. General objectives and measures primarily target the achievement of FCS at a broader national scale, whilst also providing the necessary links with regional objectives.
This policy document has been issued by the Environment and Resources Authority (ERA) in line with the Flora, Fauna and Natural Habitats Protection Regulations (S.L. 549.44) and the Conservation of Wild Birds Regulations (S.L. 549.42), and approved in line with Article 51 of the Environment Protection Act (Cap. 549).
