With the coming into force of ACT No. XVII of 2024 (amending the Environment Protection Act, Cap. 549) on the 10 May 2024, ERA has become the competent authority for subsidiary legislation relating to groundwater and mineral resources.

Licence to quarry and sell stone

To issue an operating licence on an existing quarry, the following are required:

1. 1. Submission of the application which can be provided upon request by emailing [email protected]
   2. Payment of licence fee through the following link https://era.org.mt/pay/

To issue an operating licence on a new quarry, the following are required:

1. 1. Letter requesting issue of licence with full contact details of applicant – including name, surname, father’s name, occupation, telephone number, email address and place of residence of the applicant;
   2. If quarry is owned by a company or a legal person, a board resolution authorising the applicant to apply for the licence, the company number and full contact details of the company. Kindly attach memorandum of articles along with this application;
   3. Police conduct certificate of the applicant;
   4. Certified true copy of ID card of applicant (to be signed by a lawyer, notary, or other warrant holder);
   5. Ċertifikat ta’ Titolu and an affidavit of ownership (including site plan);
   6. Valid Planning Authority permit for extraction
   7. Payment of licence fee through the following link https://era.org.mt/pay/ (as applicable);

To request for the Transfer of Quarry Licence Holder of an existing quarry, the following are required

1. 1. Submission of the application found here
   2. In case of a company, applicant is to provide Board Resolution indicating the change in Quarry Licence Holder. Kindly attach memorandum of articles along with this application;
   3. Certified true copy of ID card of applicant (to be signed by a lawyer, notary, or other warrant holder);
   4. Proof from a Notary and/or Land Authority/Registry that applicant is in possession of legal rights for the quarry (including site plan signed by the Notary);
   5. Payment of licence fee through the following link https://era.org.mt/pay/ (as applicable).
